Port State Measures Agreement to Prevent Illegal Fishing (PSMA)

It was enacted in 2009 under the initiative of the Food and Agriculture Organization of the United Nations (FAO) and came into force in June 2016.
The oceans are vast, and cracking down on IUU fishing boats requires an enormous amount of effort. Therefore, this agreement aims to stop IUU fishing at the border by placing responsibility not only on the flag state, which is the country where the ship is registered and is responsible for managing the ship, but also on the port state, which is the country where the fishing boat disembarks.
The agreement requires member states to require fishing vessels to keep fishing records before granting permission to enter port, to inspect vessels if IUU fishing is suspected, and to refuse entry or use of ports and notify flag states if IUU fishing is confirmed.
The target species is broad, covering all marine life, and capacity building support for port state measures is provided to developing countries.
As of January 2022, the number of member countries is 1. In Japan, the agreement came into effect on June 70, 2017.
